and Public Works

Procurement Services Department is responsible for the following types of contracts and services: Public Works Projects, Service Agreements, Repair & Maintenance Agreements, Consulting Agreements, CSU System-wide Agreements, Leases, and Emergency Agreements. In addition, legal advertisement of all bids and contracts; conducting public bid openings; evaluation and award of bids; DVBE coordination and evaluation; the filing of Notices of Completion; overseeing insurance requirements; and the coordination and printing and distribution of project plans and specifications.

 

All formal bids require advertising for two consecutive weeks in the required publications (California State Contracts Register (CSCR) Fiscal and Planet Bids - CSU Trustees website). Public Works bids may also be advertised in local trade publications, such as Inland Daily Bulletin and Dodge Construction News as requested and appropriate trade or local papers.

  • Prequalification of Prospective Bidder
    • On contracts the estimated cost of which exceeds nine hundred twenty-nine thousand dollars ($929,000), the Trustees shall require prospective bidders to answer questions contained in a standard form of questionnaire and financial statement, including a complete statement of the prospective bidder's financial ability and experience in performing public works. Procurement Services bids and executes Public Works contracts that apply to new construction or repair of any public structure, building, road or other public improvement. These contracts contain the CSU Contract General Conditions for Minor Capital Outlay Projects (<$929,000) and Major Capital Outlay Projects (>$929,000.00). 

Public Works Projects - (Major Capital Outlay, Minor Capital Outlay) A public works project is defined as the erection, construction, alteration, painting, repair, or improvement of any state structure, building, road, or other state improvement of any kind.

  • Contracts associated with a public works project must be formally bid if the dollar amount exceeds $5,000.
  • A Minor Capital Outlay project is any project under $929,000.
  • A Major Capital Outlay project is any project over $929,000. 

A Small Business Preference of 5% may be given to bidders who qualify as a small business. To claim the 5% preference (which may not exceed $50,000 for any bid) the vendor must have its principal place of business located in California and must be verified by the Office of Small Business and DVBE Services. The application of the 5% Small Business preference is also extended to any non-small business that commits to subcontracting at least 25% of its net bid price to California certified small businesses and/or micro businesses. Questions regarding the preference approval should be directed to that office at:

State law requires that state agencies make efforts to achieve a goal of 3% participation for disabled veteran business enterprises (DVBE) in state contracts. See bid documents for further details. Certification forms are available at:
