CSU Conflict of Interest (COI) Code Amendment (2024)
Periodically, the CSU COI Code is updated to stay compliant with state regulations, improve accurate reporting and reflect changes in positions and job duties.
The most recent effort to update the CSU COI Code began in 2023 with each campus updating their list of designated positions. Systemwide Human Resources at the Chancellor’s Office then compiled the campus lists for review by the CSU Board of Trustees. In September 2023, the Board of Trustees approved the campus lists. Systemwide Human Resources then submitted the lists, aka the CSU COI Code, to the government agency responsible for enforcing the Political Reform Act, called the Fair Political Practices Commission (FPPC). After a months-long review process, the FPPC approved the amended CSU’s Conflict of Interest Code on January 7, 2024.
Pursuant to the amended CSU COI Code that became effective on January 7, 2024, the online Form 700 filing portal, called eDisclosure, has been updated to:
- Add the following CPP employees to the list of designated employees:

- Management Personnel Plan employees who were not previously designated
- Staff employees who make or influence university decisions on policies, enrollment, the physical master plan, land use, capital improvement, procurement, contracts, budget, or the purchase, sales or leasing of equipment, goods, supplies, services or real property, and who were not previously designated
- Department chairs who were not previously designated
- Identify designated CPP employees by one of the designated position titles that the campus has been approved to use rather than by the employee’s CPP working title. Please note designated position titles are only used for the purpose of filing Form 700; they will have no effect on any employee’s job classification or working title at Cal Poly Pomona outside of the Form 700 filing system.
Because new designated position titles will be used, most CPP employees who were designated to file Form 700 before the amended CSU COI Code became effective on January 7, 2024 will see a different position title this year than in previous years.
Designated employees will be informed of their legal obligation to file Form 700 via an email sent from Form700.CSU@southtechhosting.com in February or March 2024. A separate email regarding the mandatory ethics training will be sent from cpplearning@cpp.edu.
