Catastrophic Leave Donation Program

The Catastrophic Leave Program is a wage continuation program for employees on medical leave who have exhausted all leave credits. Catastrophic Leave is intended to supplement disability benefits for which the employee is eligible.

Employees seeking to apply to be authorized recipients to receive donations will be reviewed on a case-by-case basis by the Leaves Coordinator upon requesting a medical leave of absence. An employee can donate to or receive credits from employees at their respective campus only.

A catastrophic illness/injury is one which has totally incapacitated the employee from work and the nature of the illness/injury must be catastrophic. Chronic conditions such as cancer, AIDS, and residual effects of a stroke, may also be considered catastrophic, even if the condition results in only intermittent absences. Conditions that are short-term in nature, such as colds, flu, or minor injuries, are not deemed catastrophic. This program also includes incapacitating conditions of immediate family members when the employee must take an extended period off work to care for the family member.

Any CSU employee who accrues vacation or sick leave credits may voluntarily donate either of those credits to any other CSU employee on the same campus, if the recipient employee has exhausted all accrued leave credits, i.e., sick leave, vacation, and CTO, due to a catastrophic illness or injury.

Employees wishing to donate will need to complete the Catastrophic Leave Form (PDF).

Drop off the completed form at the HR Customer Service Center in the Student Services Buiding 121-West on the 2nd Floor or email the form to payroll@cpp.edu.

Employees may donate vacation and/or sick leave credits in one-hour increments to Cal Poly Pomona employees authorized to receive donations under the Catastrophic Leave Donation Program. The following is a list of the maximum number of hours an employee may donate per fiscal year (July 1 through June 30), regardless of the bargaining unit of the recipient(s):

Any Cal Poly Pomona employee who accrues vacation and/or sick leave credits may receive donations if the employee has a catastrophic illness or injury AND has exhausted all CTO, vacation, personal holiday, and sick leave credits during a leave of absence.

The Leave Coordinator will verify the following:

  • The illness or injury must be totally incapacitating and expected to last more than fifteen (15) calendar days.
  • Verification from a healthcare provider must be provided.
  • Complete a Leave of Absence Application.
  • Complete the Catastrophic Leave Participation Request Form.

Catastrophic Leave is intended to supplement disability benefits for which the employee is eligible. If eligible for a disability benefit such as Non-Industrial Disability Insurance (NDI), Industrial Disability Leave (IDL), or Temporary Disability (TD) benefits, the employee may not waive such benefit and still apply for catastrophic leave donations.

With the employee's approval, Leaves Coordinator will notify the campus community of the employee's need for donations by:

In addition, the employee may authorize a representative to solicit leave credit donations from campus employees on their behalf. This may include a colleague, union representative, friend, and/or family member.

If the employee is the one with a catastrophic illness/injury, sick and/or vacation credits may be donated.

If the employee’s catastrophic leave is for family care only vacation credits may be donated.

Donations are irrevocable once posted to the recipient's leave record.

The total donated leave credits shall normally not exceed an amount necessary to continue the employee for three months, calculated from the first day of catastrophic leave use. The President or designee may approve an additional three-month period in exceptional situations which will be reviewed on a case-by-case basis.

The leave should not be deemed donated until transferred by Payroll Services to the record of the employee receiving the leave credits.

Donated time may not be used beyond the employee's appointment expiration date in effect at the beginning of the disability.

Catastrophic illness or injury leave also includes an incapacitated member of the employee's immediate family, if this results in the employee being required to take time off for an extended period to care for the family member. Only vacation credits may be donated.

  • "Immediate family member" shall be defined in accordance with the definition contained in the sick leave provisions of the Collective Bargaining Agreement or University policy covering the recipient employee.
  • The employee must have exhausted all accrued leave credits (i.e., vacation, CTO, and sick leave credits available for family care).
  • The eligibility requirements still apply.
